Circular Economy Action Plan

This document is the Päijät-Häme Bio-based Circular Economy Action Plan for the PäijätHäme region in Finland, set up as a part of the BIOREGIO project. It includes four actions to strengthen the bio-based circular economy in Päijät-Häme. The Regional Council of PäijätHäme will implement and monitor the Action Plan in 2019-2020 through the BIOREGIO project.

Policy Report on instruments to connect biological streams, research results and investors

In this report, the project partners have reviewed the instruments that are currently in use in their regions and have the potential to facilitate the transfer of research results to industrial partners operating in the field of biowaste and biological streams.

The report is part of the exchange of experience and good practices, and is meant as inspiration in preparing the Action Plans to improve policy instruments in this field.

Systemic Change in National and Regional Circular Economy Transition

In a circular economy, resource efficiency is maximised, and waste production is minimised in order to achieve a more sustainable economy. The successful transition towards circular economy needs to have comprehensive support from governments (Loiseau et al. 2016; Geissdorfer et al. 2017). Consequently, efforts are required at different scale levels to reach a systemic and holistic approach: local, regional and national (Geng et al. 2012; Su et al. 2012; EC 2015; Ghisellini et al. 2016). The macro-level efforts to support this transition refer to policy changes on national and regional levels.

The current situation of circular economy policies from the perspective of national and selected regional strategies in Finland, France, Greece, Romania, Slovakia and Spain is shown in Table 1. The importance of the transition towards circular economy has been recognized in the majority of the policies and strategies studied, both on the regional and national levels. Several circular economy strategies have already been finalised while others are in the process of being validated.

SUCCESS STORY: Sălacea Project-the First Step in the ZERO WASTE Certification Process

It is an example of Good Practices identified in the Interreg Europe project BIOREGIO. A pilot project by which the local public administration together with Zero Waste Romania, the local waste collector, and the waste treatment plant, compost and landfill operator aim to reduce as much as possible the amount of waste generated by the population (about 3,000 inhabitants; 1,000 households) and to use recyclable and biodegradable waste.

BIOREGIO boosts bio-based circular economy through transfer of expertise about best available technologies and cooperation models.
AIMS

  • improving knowledge related to circular economy of biological streams i.e. bio-based circular economy
  • increasing recycling rates of biological materials e.g. food waste/biowaste, municipal and industrial sludge and agricultural residues
  • transferring expertise about: a) cooperation models, e.g. ecosystems, networks, administrative cooperation,
    b) best available technologies, e.g. bio refinery, biogas production

ACTIVITIES

  • joint development of policy instruments
  • defining best practices of bio-based circular economy: cooperation models and best available technologies
  • describing regional biological streams

ACTIONS

  • regional stakeholder group meetings
  • interregional events: roundtable discussions, seminars and site visits
  • policy briefs, expert papers
  • regional dissemination events

RESULTS

  • six policy instruments will be improved: funding of new projects, improving the management of the instruments, influencing the strategic focus of the instruments
  • regions will be better equipped to implement new technologies and cooperation models in order to move towards bio-based circular economy
  • increasing professional capacity among stakeholders
  • raising public awareness of bio-based circular economy
