InnProBio series of factsheets about Bioeconomy (English version)

Public procurement plays a vital role in Europe’s economic performance. EU public spending on purchasing supplies, works and services amounts to nearly 19% of the EU’s gross domestic product. This tremendous power from the European public sector can be used as a market pull mechanism to help boost the market of bio-based products and their associated services. 

By harnessing the potential of public procurement to foster innovation, InnProBio worked with the public sector to develop tools for purchasers, facilitate the creation of buyers groups, and increase awareness and incentives in order to lower the barriers to purchasing innovative bio-based products and services. Thus leading to the opening of new markets of bio-based products in Europe.

InnProBio outcomes include tools & resources, including fact sheets, state-of-the-art reports, a product database, guidance materials, and recommendations on the public procurement of bio-based products and services.

Among others, a series of fact sheets were published, covering:

RoadToBio – Roadmap for the Chemical Industry in Europe towards a Bioeconomy: Regulatory Barriers

The goal of this study is to assess existing regulatory barriers that hinder the production and market uptake of bio-based chemicals and materials. This report synthesizes existing knowledge on hurdles and barriers for the bio-based economy and brings findings of earlier studies up to date according to new developments in legislation, with a focus on understanding why legislative barriers came to be.

RoadToBio – Roadmap for the Chemical Industry in Europe towards a Bioeconomy: Public Perception of Bio-based Products

This literature study compiled, compared and analysed currently existing research and reports about public perception of bio-based products in order to identify barriers for further market development. The analysis revealed four general common themes that were each addressed by several publications: awareness and knowledge, associations and connotations, consumption decision and willingness to pay, information and labels.

The roadmap written for the chemical industry has the aspiration to show a way on how to increase the share of bio-based or renewable feedstock to 25% of total volume of organic chemicals raw materials/feedstock used by the chemical industry in 2030. This document is intended to provide an evidence-based foundation for the EU chemical industry upon which future policy can be implemented and actions delivered.

The Key Messages presented in this factsheet are intended as an instrument for the chemical industry to address target audiences in their communication about bio-based chemicals, materials and products.

RoadToBio investigated public perception of bio-based products to identify societal barriers to market uptake.

A combination of literature review  and expert interviews yielded insights into consumer perceptions based on which recommendations on how these barriers could be tackled were developed. Many of these are  communication-related recommendations.

The roadmap written for the chemical industry has the aspiration to show a way on how to increase the share of bio-based or renewable feedstock to 25% of total volume of organic chemicals raw materials/feedstock used by the chemical industry in 2030. This document is intended to provide an evidence-based foundation for the EU chemical industry upon which future policy can be implemented and actions delivered.

The Readers´ Guide factsheet describes the purpose of each element of the roadmap and how they can be used by the chemical industry, policy makers and other interested parties to promote bio-based resource use.

RoadToBio – Roadmap for the Chemical Industry in Europe towards a Bioeconomy – Action Plan

The Action Plan is the first entry point to the RoadToBio roadmap written for the chemical industry. It provides an overview of the key points of the roadmap and shows all identified barriers and recommended actions identified in the project for nine product groups  in which bio-based value chains already make up for a significant share, but can still be strengthened: adhesives, agrochemicals, cosmetics, lubricants, man-made fibres, paints and coatings,  plastics and/or polymers, solvents, and surfactants.

For these product groups the action plan provides:

  • description of current state and opportunities for bio-based products
  • overview scheme identifying drivers and barriers
  • chevron diagram showing the recommended actions for each barrier

For some wider issues that concern the chemical industry in the bioeconomy. referred to as general barriers, an overview is given and some recommended actions to overcome them are presented.
